Operate carries out benchmarking activities, analysis, evaluation, dissemination, design, technical support, consultancy, management, plans, and programs promoting PAYT application, Smart City processes, best practices in waste management.

The promoters of the Foundation are companies and experts specialized in waste management: in legal and legislative areas, regulation and tax, administration, economic and financial services, planning, IT.
